TTALGA represents and lobbies for local governments, provides services to those members and offers platforms to facilitate continuous learning and networking within and through our partners regionally and internationally.

Business Programmes

From June 2024, TTALGA will partner with the National Entrepreneurship Development Company Limited (NEDCO) on their Business Accelerator Programme (BAP).

 

This programme integrates loan funding, training, and advisory, mentorship, networking and other support services into comprehensive and customized business development packages for selected entrepreneurs within the respective municipals.

Municipal Policing

Municipal Police are law enforcement officers under the auspices of the local government and by extension the municipal corporation.

As part of a recently passed Local Government Reform Bill (2022). In May 2022, a Capacity Development Programme was held and with the support of the Commonwealth Local Government Forum (CLGF) a new training manual was presented. Its several modules included topics ranging from Community Engagement, Leadership, Law Enforcement and Criminology - all which capture the essence of reform within the Municipal Police Service.

Climate Change featuring GCOM 

TTALGA for the past three years has been collaborating with the Global Covenant of Mayors for Climate Change and Energy (GCOM) as they envision a world where committed mayors and local governments – in alliance with partners – accelerate, ambitious, measurable climate and energy initiatives that lead to a low-emission and climate-resilient future.

Small island nations in the Caribbean are among the countries in the world most vulnerable to the effects of climate change, including rising sea levels, coastal erosion, and stronger and more frequent storms. Several countries, including Barbados and Dominica, stand out for their ambitious plans to reduce their emissions and invest in more climate-resilient infrastructure.

Commonwealth Local Government Forum

The CLGF-EU project "Localizing the Sustainable Development Goals (SDGs) in the Caribbean, focuses on the importance of integrating, monitoring and evaluation in the planning processes of local governments.

 

Projects completed include those in Sangre Grande (implemented a multi-platform, eco-tourism application; Port of Spain City Corporation (walkability in the Central Business District); and Penal-Debe (regulation of development, building codes and standards for expansive soils).

Training Programs

On December 10th 2018, TTALGA entered into a Memorandum of Understanding with the Cipriani College of Labour and Cooperative Studies which was signed onto by the heads of the 14 corporations.

 

The purpose was to equip local government bodies with skills to cope with the changing mandate of the municipalities. One such benefit was the ability to upgrade a technical diploma in operational management (for local government and administrative staff) to an associates degree.

Women in Local Goverment

On January 17th 2018, TTALGA's Executive Board took the decision to establish a Woman's Arm, with the primary aim to support and build capacity of women in local government.

 

The establishment of the TTALGA Women in Local Government Forum (TTALGA-WLGF) has the goal of formulating and supporting initiatives targeted toward supporting gender issues inclusive of increased political participation and equal representation in local government.
